Do I need a license for a GMRS radio?

I've been looking around for a good radio option and a friend turned me onto a GMRS radio. Now I'm looking at a number of different options, but then noticed that you need a license for one of these? Is that correct? How hard is it to get?
 
Yes you need a license, but it's one you just pay something like $70 for 10 years. I thought I heard FCC was going to reduce this year to $35.
 
I don't have a GMRS radio, however curious, how in the world would the enforce this? If your radio isn't registered, and you don't use your name, just saying.
