Are steel winch bumpers legal?

I want to get a steel winch bumper for my truck but I have heard that in some places of the world they are illegal. I am based in Texas USA, would you happen to know what the rules are over here?

I am pretty sure that in the US they are legal. In the UK they are not but people still use them

In most states of the US they are legal, so you won't have any issues. I assume California might have some issues with them but you are pretty far from there
