Tire table question

I've been meaning to ask about the inner bolts on the table that lock in the arms that go around the tire, why are these on the inside vs outside? It's always so awkward to tighten these.

Perhaps to make easier to ship. When you get, just move the bolts to the outside and all it a day.

Agree, just move them to the outside. I'm pretty sure it doesn't make a difference.
