Legal to drive with windshield down?

Our windshields go down, can you drive around with them that way? I've never put mine down, but just wondering what is the purpose of being able to do this?
 
So, gotta ask, why is this even needed? I get this was a feature on the original Jeeps from the second War, but why still now?
 
For me, I would put it down for two reasons, the first being almost the only reason. On hard core trails I've clipped the front corner of my roll cage. This would have broken my windshield if it had been up. The other reason was cruising a nice day in the forest with the top, doors off and windshield down. So, cool factor.

I never got my M61 20mm Gatling gun mounted but that would have been the third reason. Go ahead, brake check me.
 
But why? I never did understand this either. Back in WWII when the Jeep ancestors were used by military, but civilians now? Novelty. I don't see a realistic purpose.
 
Yeah, windshield down does nothing for me. To much work for what? Looks like overalls with front flapped down. ha ha ha
