Is this legal?

We are always short on space in our rig and while I have questions about safety, which I will address next, but first is this even legal? I found this truck online and that wood on the front, I kind of like the idea, but not sure if legal, and then as mentioned need to address safety.

These are normally mounted in the back, which yes you can have there. Front? I honestly don't know.

I wouldn't have a problem with that set up if there was a net or something over it. Hard stop and those are flying into someones bumper.

Legal? No idea. But I do agree above, that could be strapped down much better.
